What is the name of your state? NY

If I am not able to work out a settlement with my Ex's new wife, and the arrearage remains, what happens when he goes for Social security? I heard it's garnishable, but at what rate? Is it automatic, do I need to file something? NY Statute of Limitations will be over by then, and I do not know if FL law would be used, as the order was always from NY (I used FL for collection, but we were always in NY).

If he has a minor child, does that affect how much garnishment would come out of SS? And if they are using his wife's SS, can I still get a garnishment? If he became disabled, would my garnishment come out before the dependent benefit goes to his new kid?
