What is the name of your state? Oklahoma

I am a welder who works for a tank company. I travel a lot, and sometimes work is slow or shut down for a day due to inspections, rain, etc. If my employer is getting paid standby time in the contract they have with the company we're doing repairs for, then should I be getting standby wages passed on to my paycheck? Or am I just stuck out of town paying for motel out of my pocket and not being paid? Keep in mind, my company is requiring me to stay out there in case work on this particular project speeds up.

The manner in which your employer bills hours to their clients or the contracts they've negotiated with them has nothing to do with the particulars of how you must paid. They are entirely separate and urelated issues.

Whether your stand-by time must be compensated depends on a number of particulars that you haven't mentioned, including where you are when this occurs (on the road?) or if at home, how restricted your movements are. I suggest you contact your State's Department of Labor/wage and hour division and discuss this with them.
