starting a fake casino in TN

I want to start a Las Vegas atmosphere in Nashville, TN. I read the law at Tennessee Gambling Laws and I found that for it to be illegal they have to risk something of Value. Well my style is $5 cover at the door for the casino and club entrance. They will get a certain set amount for free, if they run out of fake money. They can buy drinks as a incentive for more fake money. If they build up a bunch of fake money, they can win trips and prizes. I call it "Chuckie E' Cheese for adults" Does the cover has an affect? I think you are going to be in trouble with the law. You've got three big impediments. First, you have the general gambling statute. Your players have to buy in, they have to rebuy with more things. The fact that an admission is provided and a drink doesn't much change the nature that you are buying things to risk in the game of chance. Your prizes would be worth more than these buyins so it would be gambling for profit.

The second issue, is that your establishment would be full of "gambling devices" the possession of which is not exempted just because you weren't gambling with it.

Note, that I'm not sure your venue is eligible for a Tennessee liquor license.

Well, they have poker leagues here in TN at bars, and its considered as a game of chance but they allowed it. They let the leagues do chip incentives as in buy drinks and get more chips. Its free to play which I won't charge cover at the door. Gambling device as in Deck of cards? Are there any different to a casino? thank you.
