me and a friend of mine are planning to start an internet company in texas. the site is going to be an "internet raffle" site. it will offer a certain number of raffle tickets per item for a set price. my questions are: is this type of site legal in all states, if not which states is it legal; are there any guidelines i have to follow; and are there any online references to this? thank you for your time.

It is illegal in many states, but to cover yourself, you should consult an Intellectual Property who can do the thorough research you need.
