Thank those of you who took the time to share your expertise in answering questions to this dilemma.
I had no idea what to tell my friend as I come from another state, and never had a reason to raise such a question.

The person that told me about sol must have been referring to other types of debt, that require one to sue with in a given period of time.
I apologize for the mispronunciation of the word (arrears) and I thank you for the correction.
I have not a clue as to why this delinquency has been allowed this long without some kind of action, but it has.

When I said this was accurate information, i.e., my first post, the existence of the property, the loan, and the delinquency is what I was referring to.
Thanks again for your information. I welcome any and all advise to pass on.
