My biological father died 23 years ago. My stepfather (dad) has raised me for the last 21 years and never adopted me leagally although he considers me to be his own. I am wonderig if it is too late to be adopted and what the process we be to do it.

It is possible, although it is also a good idea to be mentioned in the will as a beneficiary. You don't mention your state, so I cannot pin point you to the right law. BUt you should go to your family law section of the superior court and see if they have forms available for you.
