I live in CT. My daughter is 11 and will be 12 in June. Her biological father hasn't given any child support at all in 10 years and no emotional support or attention ever. I am married and have been for 6 years to a different man. My daughter refers to him as dad and has asked him to adopt her. He is all for this but we don't have the money to take the biological father to court. Can you help me with CT laws on this matter?

i would suggest surfing the internet. I live in Texas and I found information on my state and adoption procedures and ways to do things for really cheap. i used keywords such as texas adoption laws, adoption laws by state.
