Still no W-2 in mail

Today is 2/16 and I still have not received my w-2 form from a former employer. After 2 years of employment, I was terminated, and I believe that my 1999 W-2 is being held in retaliation for decisions made while I was employed. Doesn't the law state that I should have recd the w-2 by now? I have contacted them repeatedly and they said it was mailed. The post office doesn't have itso, what should I do. What are my rights?
