Stoping services dogs

What is the name of your state? Florida
My friend is haveing a hard time . He has a service dog, and although he got it from the Red Cross because he is disabled ....(With a letter from three doctors saying he needed one)....No one will respect his rights to have a service dog in their business....Can some one please help us out and tell us what we should do for him so he can go to the mall and stores without any problems.... And he does have a vest for the dog that the dog wears and paper work to show that the dog is legit....
