Based on ome forums I have read in other places on thi website, I would like to know how this is done for my area and what it costs/takes. Can I do it myself?

When you want to defend yourself and oppose the ticket, you schedule a court appearance. Ask them (clerk of court) where you could obtain subpoena forms.
