Suing DHL/USPS for non delivery

I sent premium rate , an equipment package to Boston from Hamburg 12 Jan 2019 for a large concert on Feb 4th .Package did not arrive in time ,forced to purchase anew from E-bay and shop ( no receipts) . Package arrived Boston Feb 6th . Package refused by receiver so USPS said they'd return it to me in Germany FoC. Official return journey started 20th Feb .
We have contacted them many times since , the tracking number stopped being effective April 20th (Maryland) and DHL/USPS admitted it was lost in June and we filled in compensation forms (twice). They now say they have found it on July 2...but there is no arrival. I have lost work as a result of losing the equipment . Would you advise seeing a lawyer about this $700 loss and if not what would be the best course ?

This forum is for US law matters only. Since you shipped in Germany, German law would apply. I suspect that your contract contains provisions for this sort of matter. Please refer to your contract and consult with local legal counsel.

You can't sue the USPS for non-delivery. PERIOD. End of story.
If you contracted with DHL for shipment, you have no recourse against the USPS at all.
