My ex-employer is in Atlanta, GA. I have been trying unsuccessfully for about a month to get my Year 2001 W-2 from them. They say they mailed it (twice) but it never seems to make it to its destination. I am not in GA so I cannot stop in to pick it up. They are not the nicest people in the world. Do I have any legal recourse or otherwise? What agency could/would help?

First question: Have you moved? Did you give them the new address? If they can provide verification that they did mail it, (correct address or no) they'll be off the hook in terms of any liability, if you have that in mind. Of course, if they can't...

Either way, the agency to contact is the IRS.
