Temporary Custody

What is the name of your state (only U.S. law)? va

my sister has decided that today she will check herself in to a mental instituion for several reasons that i can't get into right now. my main concern are her 3 kids. she has agreed to allow my mother to keep the kids while she is in there, but no one has any idea how long long she will be there. is it possible for her to grant temporary custody of the kids to my mother by signing a notarized affidavit? if so, could anyone tell me where i can find a sample of this?

also, we have no idea where their biological father is. he left about 8 years ago. i mention it because i don't know how it will affect the temporary custody.

Why does your mother need custody? A Power of Attorney should be fine for now, and then if it looks like she will be there long term, then custody can be addressed.

will power of attorney allow her to transfer the kids to a school near her home?

and can it be done by signing a notarized statement?
 
Since this is possibly very temporary, it would be way better to have the children stay in the schools they are in, even if that means inconvenience for a couple of weeks. It is going to be hard enough on them that Mom isn't around, but to change schools on top of it, possibly just to change back in a short time, seens really harsh.
