What is the name of your state (only U.S. law)? OKlahoma

This is a commercial realestate lease - warehouse space.

A tenant has moved out after 8th month on a 12 month agreement. He sent us an email saying he no longer needed the building and we can keep his deposit.

Can we make him pay the rest of the agreement?

We are not going to go after him, just a question that leads us to:

When can we move a new tenant in? Will his email work, or do we need a signed letter from him saying it is ok to rent out the space.

before re renting the unit it may serve you well if the unit is now empty to send them a letter via certified mail that the unit appears to be abandoned by them. Make arrangements to secure it and start to show it and attempt to re rent the space and if it takes you say 7 weeks to re rent it sue them in small claims for 7 weeks of rent. If that letter comes back as undeliverable DO NOT OPEN it leave it closed up so you can offer it to a court with your copy of the letter re the unit being abandoned.
