It would have been better if they had told you, but the fact that they didn't isn't going to make it illegal to request it now. Come on, now, you didn't REALLY think you were going to get free insurance all this time, did you?

I definitely never expected any free things in life, but I expected HR to do their job not just to come to work and plan ordering bagels and what kind of cheese (big deal) for managers meetings, gossip who is doing what, hairstyles, ..etc.. guess many things were not timely communicated to me--from termination, (COBRA -still waiting), to premium payments for appropriate monthly planning rather then one time payment now..
Can I expect to have an option of some payment plan? I can't afford to squeeze that (unplanned) expense since i got terminated with no insurance (must continue seeing my doc), and no chance of being able to seek for work (at least not soon)
Thanks!

As cbg said, HR is not legally obliged to tell you what you owe in insurance premiums while you're out on STD. Just because your HR department spent its time "ordering bagels and what kind of cheese (big deal) for managers meetings, gossip who is doing what, hairstyles" etc." doesn't mean it wasn't doing what it's legally obliged to do.

I am quite sure that if you read the paperwork you were given at the time you first went out on leave, you will find the information there. The employer's right to charge you for your premiums is set by Federal law and is generally included with your FMLA paperwork; it's not as if this is something your employer is doing deliberately to screw with you. The law provides for them to EITHER arrange for payments ongoing during the leave, OR to charge you at the end. The idea behind this, by the way, is to allow you some relief while on a reduced income. It's supposed to be a kindness. Had you returned to work, there would have been some arrangement to double up on your payments for a time to catch you up.

So no, it's not that they were "supposed to" arrange payments ongoing - that is only one of several choices. Depending on the billing system, it is not always effective to have payments coming in over time.

Whether or not your employer will allow you a payment plan is between you and your employer.

Still WELL within the appropriate time for COBRA notification.
