I live in texas and need to know if it is mandatory to hire an attourney to terminate rights of a non-locatable parent?

Hiring an attorney is rarely "mandatory" - at least by law. However, if you know nothing about law, court rules, legal procedures, etc., then it's advisable.

Do you know how to rebuild the engine of your car ? If you don't, would it not also be advisable to hire a mechanic ?
