What is the name of your state (only U.S. law)? Texas

I'm working in texas and I'd like to bring on another person to assist me. This person has an LLC in georgia and is not licensed or insured. I would be making the checks out to their LLC, per their request, if I brought them on. I'm wondering what the legalities of this situation is. Must they be licensed and insured to do work for me? What would be the repercussions if I did allow them to do work for me in this case (if any)?
