From what I understand, the parents were in court over the last name. Once the judge got involved with the last name, he ordered the first name be changed.

Not what I originally asked. I want to know how the whole thing started. In other words someone had to initiate the whole thing,,,WHO??

As my colleague Matt Pearce reported, 7-month-old Messiah Deshawn ******, who lives in Newport, a small town in Eastern Tennessee, was the subject of a dispute between his parents over his last name, not his first name. The parents’ legal relationship is unclear from news reports.
The matter landed last week before Tennessee Child Support Magistrate Lu Ann Ballew, who had her own ideas about the little boy's name. She decided that Messiah was an inappropriate first name and ordered that Messiah's name be changed to ****** Deshawn McCullough, incorporating the last names of both parents.

The parents were in court to mediate the child's last name. Once one brings oneself to the attention of the Court, anything might happen. This judge decided the first name was offensive and ordered it changed. The change incorporates Mom's last name as the child's new first name, and Dad's last name as the child's new last name.

Wonder what would've happened if the child were named Allah? (Ponder quietly. Do not discuss. Oh, please, do not discuss.)

Another topic for discussion: How does this case relate to not just the "forced renaming," but also the removal of the children from their American N.azi parents, who had named them Hitler & Eva Braun?

Personally I am a fan of parental rights, even if it means naming a child hvjbgebguevbudgingbid (randomly typed letters on the keyboard)!
