What is the name of your state (only U.S. law)? California

Once my employer learns of a policy violation, do they have a certain amount of time to apply discipline? I'm currently on paid leave for 8 months and they haven't taken any action yet.

No, there is no law stating that if they haven't taken action within x number of days/weeks/months they are barred from doing so.
