Timeframe for CSE to transfer a CS order from one state to another?

What is the name of your state? FL

I moved to FL two weeks after the CS order was entered in NC. I was told by NC that I would have to have a new case opened in FL, FL would have to request the file from NC and then it would be registered here. NC has closed their case there and FL hasn't completed what they have to do to open the case. So, no one is enforcing the order and my Ex has not paid support for April or May under this order for current support or any of the arrearages. My question is, aren't there Federal guidelines for how long a CSE agency has to transfer and register a case so that enforcement isn't left in limbo until they finally do? The FL customer service line person told me it would take 6 to 12 MONTHS to open and register a case here.
