This happened in Richmond Virginia. I also live there.

Questions:

Is a toll violation a civil or criminal matter?

When I go in front of the judge is it a civil trial or criminal trial?

Who represents EZ Pass/VDOT in the matter? I ask this because a friend told me that its a "litigation specialist" and not a lawyer in court.
I thought only lawyers could represent companies. Would this be grounds for a motion to dismiss?

Lastly I want to use discovery or possibly a FOIA request to get the photos and copies of the letters they sent warning me of the violations. I never received anything until the sheriff showed up with the summons. Is this possible? If they do not provide me with them could I move to dismiss?

Look on the summons and see what date it was filed with the court.

What is the date of the alleged violation?

If it gets to court you will be in a real Commonwealth of Virginia court with a real judge. It will be the General District Court for the county where the violation occured.

Yes, a representative for the company that handles the billing for the Commonwealth will be there (call her what you like) and handle the case. Unless, you show up with an attorney, in which case a dedciated Commonwealth's attorney will handle the prosecution against you.

It's a civil violation (Code of Virginia 46.2-819.1-C).
