What is the name of your state? California

Recently, to get to work I borrowed the vehicle of a friend and because of no taillights I was pulled over. The vehicle was impounded and I received a ticket for this vehicle for no registration, no insurance, no taillights, illegal tags and no gas caps. Along with this the police found paraphanelia which I also got ticketed for. Even though the vehicle isn't in my name I still received the ticket. How is it I'm responsible for someone else's vehicle? I wasn't aware of all these infractions.

My issue is when the vehicle was towed I had to leave a lot of my work belongings inside the vehicle (briefcase, tool bag, company phone, company credit cards, all my money, etc.) These items are unmistankenly mine, my name is on the majority of these items or my company's yet, the tow company refuses to allow me to retrieve my personal belongings without the registered owner. The registered owner has no intentions on retrieving the vehicle or helping me to get my personal property and the police department although well aware of the items as mine refuse to help me. How do I get my personal property returned?

Sorry bjobjs, but the law only allows personal property to be removed from a towed and stored vehicle by the owner of the vehicle, i.e. anyone with title or proof of registration.

However, property may also be given to the owner's authorized agent.

In any case, you'll need the assistance of the owner to get your property back.
