I live on a town-maintained dirt road. The neighbors driveway does not meet state regulations and therefore sand and dirt continually fill the culvert which overflows into a natural stream which in-turn erodes onto my property. The sand has taken over and keeps building up. I have tried numerous times to contact the town highway department regarding this issue but have had no luck. What should my next step be. I am thinking of adding on to my home but the erosion will prevent me from doing so.
