Mother has Power of Attorney over Father. My siblings and I have Power of Attorney over Mother. If Mother passes away, what happens to Father's Power of Attorney? Does it transfer to my siblings and me as we have Power of Attorney over Mother?

It expires upon your mother's death.

No. POAs are not transferrable. You'll have to petition for conservator of your father.
