My brother is the primary P.O.A. for my mother. The forms states that if he is unwilling or unable to perform his duty as P.O.A. then I am the next in line. He no longer wants the responsibilty and would like to transfer it to me. Do we need to do any paperwork to make me the primary P.O.A.?

We live in Michigan
