I purchased a condo in December in a building that had recently been converted from apartments. The owner of the building has not officially turned over control of the condo association to the owners in the building yet. Am I supposed to be paying condo association fees to an association that really doesn't have any control? When I asked the owner when the association would be formed, he said it already had been, but it seems a bit odd that there can "be" an association with no active members and no member control of funds.

Also, can we, the condo association, insist that the owner complete certain tasks prior to accepting responsibility? For example, there is a dryer that isn't vented properly so moisture has been collecting and damaging the walls and ceiling.
