Far southern Illinois..

Each TBI (Traumatic Brain Injury) is different than the next, but my prognosis afterwards, and subsequent recovery from it was VERY similar to the 1991 movie, "Regarding Henry," starring Harrison Ford! (I sustained 2 brain sheers, a 5-wk comatose, without any other physical injuries!)

I was a UIUC-business freshman, instead of a lawyer, so most of my 'therapy' remained at its 'performance ceiling' level as I returned to and struggled through UIUC!

Originally, I followed an Illinois 'Child of Vietnam Vet' scholarship to UIUC from southern Illinois, and this remained on 'hiatus' until I returned 3 years after my TBI! Subsequently, Illinois decided to use an ~80% federal subsidy to pay for ALL of my remaining UIUC business education when I returned as a 'disabled student' after the 1990 ADA!
(1991-1994)

Illinois had also ignored the 1978 Rehab Act amendment, as well as the 1992 ADA/DOE mandate, and I know many more of the details regarding this latter violation!

But, UIUC taught my TBI to proliferate employment in my proximal St. Louis, MO, which I did in 1995, and I found BOTH a St. Louis Career Fair AND a 1996 City of St. Louis Job, but my Illinois VR-DHS counselor could only tell me, "St. Louis (Jeff) is not in Illinois, so I can't help you" when I called him for help! After I graduated from UIUC business in 1994, and after both mandates told him he had the 'primary obligation' to place me in Missouri if I 'chose' to solicit employment there!

I've got SO much more, but I would need some pertinent questions in a TBI-referral email (so I can differentiate it from SPAM) so I would like to know what else I could give you!

Undecided US Supreme Court 'mental disability' precedent!

The entire nation heavily subsidized my UIUC-ONLY education, and I'd appreciate some help 'calling' them on their misappointment of an incompetence VR director.

Operation Greylord of the 1980s had influenced many federal employees, who have denied my justice, since I couldn't 'pay them off?'

I was ILLEGALLY segregated to southern Illinois because I was unable to pass through the 'Gateway Arch' because it stands behind the Missippi WALL to Illinois VR!

Illinois DORS co-sponsored this 1995 St. Louis, MO Career Fair, which just perpetuated their own refusal to help my TBI obtain employment at it, nor with a 96 City of St. Louis job!

Bumping this up to the top again. Hard to follow OP, but I think OP is upset (1) due to the school changing his financial aid status from scholarship to vocational rehab. OP, voc rehab is a hand up and not a hand out. (2) OP completed education and sought job placement assistance through voc rehab. Job opportunities (the job fair, etc) were available across the river in St. Louis, but as the VR is IL not MO, his VR counselor couldn't assist him with the St. Louis opportunities.
