unfinished deck at rental

What is the name of your state? NY

The house I am renting, just moved in 3 months ago has a deck 3 ft above the ground, but he never put the stairs on it, it just drops 3 ft to the ground, he seems in no hurrry to finish, what is his responsiblity in fixing this?

You moved in knowing the deck wasn't finished .

If you have children , or not , put up a security gate somehow without using hardware ( so as not to damage the wood ) , where the stairs opening is .

If you haven't spoken to the LL , ask the LL to put up such safety protection until the stairs are put in place . If no response , follow up with a letter RRR Certified mail , recalling you verbal conversation , and request stairs be installed ASAP , and until they are , a safety gate put in place .

If after a month or two , and you don't mind rattling some cages , call the build. code enforcement . Don't count on rent renewal though .
