What is the name of your state (only U.S. law)? California

Can an HOA that has a lien on a property for unpaid HOA fees force a lien sale of that property to satisfy the debt?

If YES, is there a minimum dollar amount of the debt before the lien sale can be forced? (In this particular situation, the HOA wants to force a lien sale for a mere $1,000 unpaid HOA balance.)

Does the Homestead Exemption apply to this type of involuntary debt collection?

HOA dues and not involuntary, you agreed to pay them when you purchased the property. The Homestead Exemption will only apply depending on how much equity you have in the home but it will not stop the sale.
