Unpaid Wages (Final Paycheck)

Back in June I had moved from one employer to another. My employer was out of Virginia, while I was working/living in Michigan. I have yet to recieve final pay, and continually get ignored and conviently dropped from the phone when I'm on hold. I followed the procedures they asked for me to recieve my Final Pay. Now, it's the New Year, and I have yet to get this final pay from LAST YEAR. Which State should I complain to? Michigan where I was living, Virginia where they are out of, or perhaps the state I'm living in now, Colorado?

This type of stuff is why they lost the Gov't Contract I was under...
