Unwillingness to pay for car damages

What is the name of your state? Connecticut
My husbands parked car was hit by another car. The person reversed into the back of his car whilst it was parked in a public parking area. The person gave him their telephone no. and he took down the plate no. and they told him to contact him with quotes on the repair. He has obtained 3 quotes, one being from a shop they had recommended (the average being around $700). They are now claiming that they are only going to pay half because he should not have parked where he was parked. This parking lot does not have marked parking bays but has an accepted practice of cars parking in a single line in the middle of the lot to form an extra parking spot. My husband parks here every day. They think it is partly his fault for parking in the middle.
What should he do? We feel that no matter where his car was parked this person should have looked before reversing their car.
Please could you advise a course of action to rectify this kind of matter.

Sue the person in small claims court for the full amount.

There's no such thing as "negligent parking".
