US-issued Restraining Order Enforceable Outside the US?

What is the name of your state (only U.S. law)? Georgia

I'm not entirely sure about where to post this question, but I figured this was as good as anywhere.

I have a friend who broke up with her long-time boyfriend a few months ago. She lives in Canada, and he lives in Georgia, USA.

Over the past several months, she has been subjected to harassment and internet stalking. He calls her phone, texts her, sends her emails, and just won't quit. She has changed her phone number several times, but common friends keep giving him the new number. As of tonight, she has managed to lose her new boyfriend over lies that this old boyfriend has told him.

I would suggest to her a restraining order (or rather, a "Peace Order") for Canada, but I don't know whether or not something like that would even be obtainable or enforceable because her stalker lives here in the U.S.

I am specifically looking for the US information here. Is there anyone here who might have an answer for this?
