Use of Social Security Number by Ex-partner

What is the name of your state (only U.S. law)? PA

A friend has been with their partner for 20+ years. Her partner just told her that the relationship is over. They have a house (in both names) and a lot of other financial ties. The partner is now refusing to pay half of the bills.

The phone bill is in the friend's name and she wants to change the plan to exclude international calls, since her partner is running up bills calling another person in another country, but the partner knows the friend's social security number and could change the plan back.

IF the partner DOES use her social security number to change accounts, how can the friend charge her ex-partner with identity theft? What exactly would she have to do???
