What is the name of your state (only U.S. law)? FL

One of my friends wants to just give his car to a junk yard. The value of the car is $2000. I told him I would do the work and sell it for him. I'll would then split the money with him. He called the DMV and was advised that he should transfer the title in my name first and pay for a new tag. They wanted $300 plus for this. They also said both the buyer and seller need to go to the dmv (same time) to transfer the title. I have sold a few of my own vehicles and have never done this. I just fill out the seller part of the title and let the buyer fill out his. I then create a bill of sale that we both sign. The buyer then submits the paperwork to the DMV for processing. It seems like a huge waste of money to title it in my name. I'm just selling it for him because he is too busy. The DMV is stating there is a huge liability by just handing over the signed title. That is why we have to go in to the DMV together. What liabilities are they referring to?
