Go down to the police station and get the report on the situation. Then you will have the name of the person requesting the ticket and the tow. Then you can sue them and tell the cops you want to file charges.

You are correct on this. The person requesting the tow should either have authority under color of law or be either the demonstrated owner or tenant of the spot. When I encountered this situation and possibily towing someone from my spot, I had to show lease papers to security to prove it was my spot.
