Looking for a little education here. This question comes after President Trump's recent Executive Order (EO) barring entry of persons from certain named countries. As the EO starts off talking about the need to better screen people applying for visas I have a question about visa applications for persons with "green cards".
Hypothetical: A person with a green card is planning to travel outside the U.S. and then return here. When do they apply for the visa to allow re-entry into the U.S.? Or does the fact that they have a green card automatically allow re-entry after (what used to be INS) confirms at the border who they are?
It seems to me that if I had a green card, had a house and job here and planned to travel outside the U.S., that I would have arranged that I would be able to return to that house and job prior to departing from the U.S. So whatever visa application I might have needed to do I would have completed prior to departure.
