VTL Code 1111(D) (3) meaning

Hi, received a ticket that says 1111(D) (3) disobeyed left arrow turn signal. when I attempted to make the left both regular light, and arrow was green, however I could not complete the left turn because of pedestrians, as waited for them to cross the left turn arrow turned red, at this point I had 2 choices back up which was impossible or proceed. the way my car was positioned I had no choice to proceed. I couldn't find anywhere online on VTL Code 1111(D) (3) what doe that code mean?

Comes straight from the code: Traffic, except pedestrians, facing a steady red arrow signal may not enter the intersection to make the movement indicated by such arrow and, unless entering the intersection to make such other movement as is permitted by other indications shown at the same time, shall stop at a clearly marked stop line, but if none, then shall stop before entering the crosswalk on the near side of the intersection, or in the event there is no crosswalk at the point nearest the intersecting roadway where the driver has a view of the approaching traffic on the intersecting roadway before entering the intersection and shall remain standing until an indication to proceed is shown.
