What is the name of your state (only U.S. law)? WA

I do not live in WA but figured you all may wish to read this:

http://apps.leg.wa.gov/documents/billdocs/2009-10/Pdf/Bills/House Passed Legislature/1170-S.PL.pdf

I was really liking that bill until it got down to the last part about a military member being able to delegate their parenting schedule to a stepparent or other family member in case of deployment, and then it lost me completely.

It will get struck down by the WA Supreme Court specifically because of that. Every bill that their legislature has passed, since Troxel, that included any measure of visitation/parenting time for third parties has been struck down. Yes, this one is just a "delegation", but its completely wrong in my opinion.
