What is the name of your state? Illinois

I am a condo owner of a 3-unit building under a single association. One owner is running the association and is not fulfilling any of her obligations in upkeep of the property and common elements, keeping the homeowners informed of budgets/expenditures, timely payment of bills, etc. The other condo owner and I would like to "fire" her as the association and have someone else take over the association duties. The problem is we haven't had an actual meeting in 6+ years, and when asking her to have a meeting, she is working too many hours and is "unavailable." Is there a way to transfer the association without her? Also, what paperwork do we need to sign, etc. to perform this transfer? Neither of us has any paperwork, other than bylaws, on the association. Any assistance you can give me would be greatly appreciated.

**A: read your condo docs and hire a real estate attorney. Then post notice of HOA special meeting. At the meeting servie her with a demand notice of what things you demand she do or face removal of her position.
