water damage caused by flooding

Flooding due to heavy rain storms has caused my basement condo unit to be filled with 3 inches of water.

My carpeting in 3 rooms are water damaged. Some furniture also... Can I get the condo association pay for new carpeting and any other damages?? We have no flood insurance since we do not live in a flood zone..
