This is, what if question.

What is the name of your state? CA

Long beach has recently put in place water restriction as result of long period of no rain. If residence were to violate this water restriction and are able to afford the fines, can city actually turn off the water or would that constitute cruel and unusual punishment?

No, it would not. You would have had at least three prior violations before anything would be turned off. Two warnings and at least one fine. Then, probably, another fine and an increase in rates and then they threaten to turn the water off. The courts will find there is nothing cruel or unusual about a reasonably planned and notified series of progressive punishments designed to have the community have enough water to stay alive.

**A: what's the problem? The stores do not sell bottled water in your area?

Homegury and xylene that is not what i asked. What I asked is pretty clear, if person got money can he/she basically tell the city to f them self when it comes too water restrictions

Yes they can shut off your water for abuse / violation.

I offered a solution. Buy irrigation water for your landscaping.

no need to get 'f' ed up over thye reality.
