From NY--my sons father signed away his parental rights so my husband could adopt my son. We moved overseas and the adoption was not finalized. My ex signed the papers three years ago. My question is what rights does he have now and also what rights do the paternal grandparents have until the adoption is finalized?? Thanks for any info you can give.

If he terminated his rights, they stay terminated. the adoption never went through which means, technically, the child doesn't have a legally recognized dad on paper. Push comes to shove though, your husband, if raising your son, treating him like a son, holding him out to be his son, is his dad and the court will so recognize if it ever came to that.

As for the paternal grandparents, they had limited rights as it was.
