I know a couple with a 15 year old teenager, whom they no longer want. I was wondering what options these parents have. Can they drop him off with child services and be done with it? What will happen to the kid? Will his education be disrupted if put into foster care? (e.g. put into another school.)

Are you flipping kidding me? A Child is not a cat or dog to be "placed" at the pound. Parents are morally, legally and financially responsible for their CHILD till said CHILD is of age.

The fact that you would try and assist them in abandoning their CHILD is gross.

And you are who in this situation? "I know a couple" you say. Is this your parents who are threatening you? I know several couples who have wished they could take their teenager to the shelter for possible adoption by another set of parents during this time in their life. However, it happens that the ones who actually did put their unruly child into the court and juvenile system due to his truly impossible behavior had to continue supporting him while he was cared for by the state until he aged out. If the parents have the financial ability to support the child, they can't get rid of them and abandon responsibility for them very easily. The juvenile corrections system or foster care isn't some sort of teen "boot camp" that you can send your child to free of charge.

I was wondering what options these parents have.

They have the option to continue to parent their child for another three years minimum. The time to decide they didn't want a child was 15 years and nine months ago. It's too late to come to that conclusion now.

Show him to the door at 12:00AM on the morning of his 18th birthday.

It's cruel but legal.
Depending on what state it is, that may be an issue. Some states require the child to be treated as a tenant and given notice of termination of their tenancy and if they do not leave willingly, must be evicted.
