What is the name of your state? PA

Is there anything my mom can do if I wish to move out? I am only 17 but I am a college student. I am wanting to get an apartment with my bf in the neighboring town. Therefore, is there anything my mom can do to stop me? I have been told no by a few people since I am a college student but I don't quite know since I have no idea where I could look this stuff up at. Thanks!

Tell you what. You tell those 'few people' that you will follow their advice if they sign a contract to repay your boyfriend's legal fees and bail when your mother has him charged with harboring a runaway.

College has nothing whatsoever to do with anything. When you are 18 you can leave. Until then, you stay put.
