What to do about harassment?

I posted earlier regarding my problems with a printing business in Mass. I placed an order and told the owner I needed it by a certain date.

He never filled the order so I cancelled the order and the check. He is now trying to get me to pay him what he says he is owed.

I wrote him a letter sent via return receipt asking him to communicate with me via mail as I was afraid this was quickly turning into he said/she said because there was no written contract (I never signed anything). He quit calling me at home and at work. After a week, he has resumed calling saying he sent me a letter via mail but I never received it.

Does this constitute harassment and what can I do about it?
