It depends on what the lawsuit is for. Is this regarding a contract , or discrimination in hiring, or police action, or what? You need to give some idea of what kind of matter you are talking about.
 
What kind of relief are seeking?

If you're challenging a law based upon the constitutionality then a constitutional attorney. If you're suing for damages then a civil attorney.

It is not the entity that determines the type of attorney you need but the aspect of the controversy. Employment, benefits, nuisance, malpractice, sec 1983, etc. So specify the conduct and that will tell you the type of attorney you need.
