When can USDC remand case to state court?

Here's my specific inquiry:

Where a federal court has diversity jurisdiction over a declaratory judgment matter, involving an insurance contract, and there is a related matter pending in a state court involving some but not all of the same parties, and similar (or identical) policy language, does the USDC have discretion to remand the case to state court?
