When to file??

I need to know ONE question and it seems I cannot get an answer anywhere!

My husband is looking to adopt my daughter and he biological father has never had anything to do with her. We cannot afford to use an attorney or would have done, so we are filing ourselves...

Now, he is in Scotland and I haven't had anything to do with him in almost 8 years, but I talked to him last week and he said he will sign a parental termination.

So what I need to know is.....

Does he sign that form FIRST and then we file at the courthouse, or do we file first so we get a case number, and THEN have him sign the parental termination???
