Ohio, Village of ValleyView near Columbus.

Valleyview is a village in Franklin County, Ohio, United States. The population was 601 at the 2000 census.

The cities of Minerva Park, Bexley, Whitehall, and Valleyview are enclaves of Columbus.

I need file a "public access" request to a camera that covers the area of the "clerk of courts" in the Village of Valleyview courthouse....This courthouse is also the police station. The police camera guards the front door.

I called Columbus Police Public records and they said I need to file this request with the village of valleyview.....

Where and to who should I file this request?

I am not sure if this falls under "open records request"....

I know 100% that I am able to have access to "police radio communications and cruiser cam videos” once the case is closed......That is called public access I believe and the Columbus downtown courthouse has a special division for this known as "public records".....they even said the police cruiser did not have a camera in it and they would put that in writing for me!!!!....they also made a copy of the police radio communications and put it on a tape for me for $1....I think if i brought them an audio tape they would do it for free!!!!! (i now have a video request in small village of Valleyview, OH)

In my example before, I went to Columbus court house (public records division) and filled out a request for the cruiser cam video and police radio communication....As long as the case is closed, i have access to this.....If the case is open, i have to file a motion of discovery with the DA.....

My case is closed.....btw

If i am able to file a request for the police communication tapes, along with the cruiser cam, I am wondering if I am able to file a public access request for the police station camera video.....

The downtown Columbus records request division said such a request would have to be made to the village of valleyview, but i don’t know where or to who to file this request....

Since it my right to watch any cruser cam video of a closed case, I was wondering if i could get police station video?

I want to say this request will not be made under "Open Records request", but rather " freedom of information act"

edit: (thanks for your help)

I don't see why such a tape would not be a PR

Do you mean Public recording?

Make a request in writing for it and see what their response is.

Who should i give it to? the clerk of courts, the mayor, the police chief, or all 3? or other?

Ohio does NOT have a FOIA , it is the open records act. The federal counterpart is FOIA, and while true, some states title thiers that way also, Ohio does not. The federal FOIA is only for federal records.

I don't know who you request it from, I did not read the act/link. Try all 3, one or the others will forward it to the right agency if you can't get a straight answer.

I have been reading the "sunshine link" which covers ohio's public records request rules.....it is long and i am only 1/2 way through it....it does have examples of 911 phone calls being public record.....

911 Records: Audio records of 911 calls are not considered to pertain to a “law enforcement
matter,” or constitute part of an investigation, for the purposes of the CLEIRs exception.571 Further,
the courts have determined that a caller has no reasonable expectation of privacy in matters
communicated in a 911 call, and since there is no basis to find a constitutional right of privacy in
such calls, even social security numbers may not be redacted.572 As with other public records, a
requester is entitled to access either the audio record, or a paper transcript.573 However, information
concerning telephone numbers, addresses, or names obtained from a 911 database maintained
pursuant to R.C. 4931.40 through 4931.51 may not be disclosed or used for any purpose other than
as permitted by those statutes.57

one question I have, should i use the bottom link as a template for Village of Valleyview?

Yes, just write/type in the actual agency. You don't even need a standard form, it just helps clarify what you seek.
