What is the name of your state? new york
I own a business in New York State and do business primarly in NY. I was hired as a subcontractor to delivered winter sand to a town in Ct. This town refuse to pay for the sand can I bring then to court in New York or do I have to go to Ct.

You can sue in NY under CPLR s.503(a), unless your contract stipulates to a different venue. I'd expect them to challenge the venue though, so if legal costs are an issue, it might just make more sense to file in CT. Not knowing which specific jurisdiction(s) you're talking about, I can't offer any advice on which might be more "pro-plaintiff", but ask around before choosing, as some venues are much better than others for your purpose.
